MEACA Launches Strategic Plan, Client Charter and Service Delivery Standards

The Ministry of East African Community Affairs (MEACA) today officially launched and disseminated its Strategic Plan (FY2025/26–FY2029/30), Client Charter, and Service Delivery Standards (SDS) at the Ministry headquarters, reaffirming its commitment to strengthening institutional performance, improving service delivery, and enhancing accountability.

Speaking at the launch, the Permanent Secretary, Mrs. Edith Mwanje, thanked Ministry staff, the Ministry of Public Service, and other stakeholders for their support in developing the three documents, emphasizing their role in promoting efficient, transparent, and citizen-centred service delivery.

The Strategic Plan (FY2025/26–FY2029/30) was presented by Principal Economist Mr. Ali Iwumbe of the Planning Unit. He walked participants through the Plan's core components: the legal mandate and governance framework; a situation analysis covering past performance, SWOT, stakeholder mapping, and PESTEL considerations; the Ministry's strategic direction, vision, mission, and goals; the financing framework, including cost estimates and resource mobilization; institutional arrangements and sustainability planning; the communication and feedback strategy; monitoring and evaluation arrangements; risk management; and priority project profiles, including the Institutional Development Project. Together, these elements will guide MEACA's work over the next five years.

The Client Charter and Service Delivery Standards were presented by Principal Human Resource Officer Mr. Matthias Senfuka, who noted that the documents affirm the Ministry's commitment to providing quality, timely, transparent, and accountable services. He explained that they clearly set out MEACA's service commitments, raise public awareness of available services, and provide clear channels for feedback, complaints, and appeals, all in support of the Ministry's broader mandate to advance regional integration as a driver of household income growth, inclusive development, and sustainable prosperity.

Delivering the closing remarks, the Minister of State for East African Community Affairs, Hon. James Magode, underscored MEACA's role in deepening regional integration and called for unity within the Ministry, noting that collective effort produces measurable, meaningful results. He urged staff to embrace teamwork as the foundation for delivering greater benefits to the public.

The event concluded with the official launch and dissemination of the Strategic Plan, Client Charter, and Service Delivery Standards, reaffirming MEACA's commitment to delivering better services and effectively implementing Uganda's East African Community integration agenda.
